핀란드, 스웨덴, 덴마크, 노르웨이, 아이슬란드 등 북유럽 5개국은 보편적 복지국가, 사회적 코포라티즘, 합의적 정책결정 시스템에 기반한 독특한 사회 모델을 발전시켜왔다. 오늘날 북유럽 모델(NORDIC MODEL)은 기본적 자유와 평등, 경제적 효율성과 사회적 연대를 동시에 성취하면서 높은 수준의 사회적 신뢰와 시민 참여를 유지해온 것으로 높이 평가된다. 북유럽 국가들은 어떻게 이러한 성취를 이룰 수 있었을까? 오늘날 북유럽 민주주의와 복지국가 모델이 직면한 핵심 도전 과제는 무엇일까? 북유럽 5개국의 공통점과 차이점은 무엇일까? 이 블로그는 21세기 북유럽 사회의 다양한 도전 과제와 최근 변화를 깊이있게 조명함으로써 북유럽 모델이 전환기의 한국사회에 던지는 이론적, 실천적 함의를 제시한다.

Nordic Democracy Forum

This blog explores in depth the democratic politics and civil society in Finland and the other Nordic countries such as Denmark, Sweden, Norway and Iceland. They have developed a unique model of society based on universal welfare states, societal corporatism, and consensual policy making systems. They have been assessed to have achieve both basic freedom and equality, economic excellence and social solidarity, as well as higher levels of social trust and civic participation, etc. How were the five Nordics able to achieve such features? What are key challenges currently facing the Nordic model of democracy and welfare states? How can we tell the commonalities and differences between five Nordics? Answering these questions, this blog draws up theoretical and practical implications from the Nordic experiences for the future of Korean society in transition.

서현수 Hyeon Su Seo

서울대학교 분배정의연구센터 박사후 연구원. 정치학 박사. 변화하는 의회-시민 관계를 중심으로 표준적 형태의 대의 민주주의 시스템과 대안적 형태의 시민 참여 모델 사이에 나타나는 정치적 긴장과 다이내믹을 연구한다. 서울대학교 정치학과와 동 대학원에서 공부한 뒤, 2003년부터 2009년까지 국가인권위원회에서 사회적 약자, 소수자의 인권 증진을 위해 활동했다. 자유와 평등이 높은 수준에서 양립 가능한 적극적 민주주의와 새로운 인권, 시민권 모델을 찾아 2011년 말 북유럽 유학길에 올랐다. 핀란드 학술원(Academy of Finland)의 재정 지원을 받아 <핀란드 의회와 시민 참여>를 주제로 한 논문을 제출한 뒤, 2017년 5월 핀란드 땀뻬레(Tampere) 대학교에서 박사학위를 받았다. 논문은 핀란드 의회와 시민사회의 대표들을 직접 핀란드어로 인터뷰하고 방대한 핀란드 의회 문헌과 통계 자료를 분석해 작성됐다. 논문은 사회과학분야에서 핀란드 고등교육기관이 한국인에게 수여한 첫 박사학위 논문으로 핀란드 의회도서관의 권장도서에 선정됐다. 박사 학위를 받은 뒤 서울대, 서강대, 경희대 등에서 강의하면서 북유럽의 민주주의, 복지국가, 평화외교 등에 관한 전문적 지식과 정보를 한국 사회에 전달하기 위해 노력하고 있다. 학술 논문으로 쓴 "Reaching out to the People? Assessing the relationship between parliament and citizens in Finland"가 2017년 12월 의회와 입법 연구 분야의 권위있는 국제학술지 The Journal of Legislative Studies에 게재됐다. 번역한 책으로 <인권: 인권에 관한 118가지 질문에 답하다> (리아 레빈 저, 유네스코, 이명재·서현수 옮김, 북스코프, 2012.)가 있다.

I am a post-doctoral research fellow at the Center for Distributive Justice, Seoul National University. I achieved my doctoral degree at the University of Tampere in Finland (May 2017). My doctoral thesis explored the transforming relationship between parliaments and citizens in the context of Finnish democracy. I have a deep interest in studying the Finnish and Nordic models of democracy and welfare states, as well as 'democratic innovations' being experimented worldwide and the future of contemporary representative democracy.
